Since its establishment in 1974, the Indonesian Agency for Agricultural Research and Development (IAARD) has several reorganizations to adapt to the changing demands of the country's agricultural sector and national development programs.
A brief evolution of organizations and institution IAARD as follows:
Through the Presidential Decree in 1974 and 1979, IAARD had been established as the first echelon wich had 12 second echelon units that provide direct technical support and services to Director General of IAARD. IAARD organizational structure consisting of: Secretariat, 4 centers (Center for Agricultural Research Programming, Center for Agricultural Statistic and Data Processing, National Library for Agricultural Sciences and Center for Agricultural Quarantine), 2 Research Centers (Center for Soil Research and Center for Agro-Economic Research) and 5 Central Research Institute (Central Research Institute for Food Crops, Central Research Institute for Industrial Crops, Central Research Institute for Forestry, Central Research Institute for Fisheries and Central Research Institute for Animal Sciences).
In 1983 IAARD has made changes on organization structure to address strategic environmental changes and demands of agricultural development. Based on Presidential Decree No. 24 year 1983, IAARD consist of: Secretariat, Center for Agricultural Statistic and Data Processing, National Library for Agricultural Sciences, Center for Soil Research, Center for Agro-Economic Research, Research Coordinating Center for Food Crops, Research Coordinating Center for Industrial Crops, Research Coordinating Center for Horticulture, Research Coordinating Center for Animal Sciences, Research Coordinating Center for Fisheries.
In Presidential Decree No. 4 year 1990, organizational structure of IAARD consist of: Secretariat, Center for Agricultural Research Programming, Center for Agricultural Library and Research Communication, Center for Soil and Agroclimate Research, Center for Agricultural Socio-Economic Research, Central Research Institute for Food Crops. Central Research Institute for Horticulture, Central Research Institute for Industrial Crops, Central Research Institute for Animal Sciences, and Central Research Institute for Fisheries. Based on Ministerial Decree No.75/Kpts/OT.210/2/1991, IAARD had another one unit Echelon II, that is Center for Agricultural Machinery Development.
Along with government program to slightly structural structure and to develop functional, Presidential Decree No.83 which spell out by Ministerial Decree No. 96/Kpts/OT.210/2/1994 about organization and working arrangement in Ministry of Agricultural. More over organization structure of IAARD consisting of 11 second echelon units: Secretariat, Center for Agricultural Research Programming, Center for Agricultural Library and Research Communication, Center for Soil and Agroclimate Research, Center for Agro Socio-Economic Research, Central Research Institute for Industrial Crops, Central Research Institute for Horticulture, Central Research Institute for Animal Science, Central Research Institute for Fisheries, and Center for Agricultural Machinery Development.
Based on Presidential Decree No.61/1998, organization structure of IAARD have been changed since the Central Research Institute for Industrial Crops has moved under the coordination of Ministry of Forestry and Estate Crops, such of the organization structure of IAARD as follows: Secretariat, Center for Agricultural Research Programming, Center for Agricultural Library and Research Communication, Center for Soil and Agroclimate Research, Center for Agro Socio-Economic Research, Central Research Institute for Food Crops, Central Research Institute for Horticulture, Central Research Institute for Animal Science, Central Research Institute for Fisheries, and Center for Agricultural Machinery Development.
In the middle year 2000, IAARD has been altered based on Ministerial Decree No.160/Kpts/OT.210/3/2000. During this period Central Research Institutes become Research Centers. Organizational Structure of IAARD consist of 7 second echelon units: Secretariat, Center for Soil and Agroclimate Research, Center for Socio-Economic Research, Research Center for Food Crops, Research Center for Horticulture, Research Center for Animal Sciences and Center for Agricultural Machinery Development. Based on Ministerial Decree above, Central Research Institute for Fisheries going to Ministry of Fisheries and Marine. Beside that Center for Agricultural Library and Research Communication going to Secretarial General Ministry of Agriculture.
Based on Ministerial Decree No. 01/Kpts/OT.210/1/2001 organization structure of IAARD has been restructured indicating by the change of Research Centers become Research and Development Centers and Center for Estate Crops return to Ministry of Agriculture. At present organization structure of IAARD consists of 8 second echelon units: Secretariat, Indonesian Center for Food Crops Research and Development, Indonesian Center for Horticulture Research and Development, Indonesian Center for Estate Crops Research and Development, Indonesian Center for Animal Science Research and Development, Indonesian Center for Soil and Agroclimate Research and Development, Indonesian Center for Agro Socio-Economic Research and Development, Indonesian Center for Agricultural Engineering Research and Development.
Organizational change in 2002 was marked by the change of Center for Agricultural Machinery Development become Indonesian Center for Agricultural Machinery Development based on the 2002 Agriculture Ministerial Decree No. 403. In addition, the Technical Implementation Units structuring occurred, by issuing of the 2002 Agriculture Minister Decree No. 59 � 81 so that TIUs under IAARD were 23 units, consist of 17 research institutes/assessments and 6 research stations. IAARD in executing its task persistently undertook to settle the institute. In 2003, IAARD has improved the status of 2 Research Institutes as echelon III into Research and Development Institute in Echelon IIb namely, Indonesian Center for Agricultural Biotechnology and Genetic Resources Research and Development/ICABIOGRD (Agriculture Ministerial Decree No.631/Kpts/OT.140/12/2003), and Indonesian Center for Agricultural Post- harvest Research and Development/ICABIOGRD (Agriculture Ministerial Decree No.632/Kpts/OT.140/12/2003). There was also establishment of two AIATs in two provinces, namely Banten Assessment Institute for Agriculture Technology, and Bangka Belitung Assessment Institute for Agriculture Technology (Agriculture Ministerial Decree No.633/Kpts/OT.140/12/2003).
In 2005, IAARD experienced reorganization. Based on the Agriculture Ministerial Regulation No. 299/Kpts/OT.140/7/2005, IAARD consists of Secretariat of IAARD and 4 Centers for Research and Development, i.e.: 1) Indonesian Center for Food Crops Research and Development, 2) Indonesian Center for Horticultural Research and Development, 3) Indonesian Center for Estate Crops Research and Development, and 4) Indonesian Center for Animal Sciences Research and Development. In addition, Indonesian Center for Agriculture Socio-Economic and Policy Studies (ICASEPS) had been established as a change of Indonesian Center for Agricultural Social-Economic Research and Development and positioned under the Secretariat General of Agriculture ministry though technically, the ICASEPS is managed and supervised through IAARD. IAARD also manages and supervises the Indonesian Center for Agricultural Library and Technology Dissemination (ICALTD). This center manages agricultural library services and the dissemination of agricultural science and technology.
Furthermore, based on the Agriculture Minister Regulation No. 300/Kpts/OT.140/7/2005 Indonesian Center for Agricultural Land Resources Research and Development (ICALRRD) was established as a change from Indonesian Center for Soil and Agro-climate Research and Development. ICALRRD coordinates R&D activities on land resources, agro-climate and hydrology, and swampy land. Besides that, Assessment and Development Institute for Agriculture Technology changed into Indonesian Center for Agricultural Technology Assessment and Development (ICATAD) based on the Agriculture Ministerial Regulation No. 301/Kpts/OT.140/7/2005. ICATAD coordinates 28 Assessment Institute for Agricultural Technology (AIAT) to engineer location specific technology.
