IAARD once again obtained recognition for its achievement. Out of nine breeders announced by the Department of National Education as the receivers of the 2009 Extraordinary Intellectual Property (IEP) Awards for Variety Division (Plant Variety Patent Right Producers) five come from IAARD. The five IAARD breeders are Dr. Aan A. Daradjat; Dr. Ir. Budi Marwoto, MS, APU; Dr. Ir. H. Sudjindro, MS; Dr. Abdul Razak Purba; and Dr. Ir. Darman Moudar Arsyad.The IEP Awards for Variety Division were handed over by the Minister of Agriculture Anton Apriyantono and held at Grand Hyatt Hotel Jakarta on 2 October 2009. Besides receiving a trophy and honorary charter, each also had the right for Rp. 250 million cash.
Dr. Aan A. Daradjat, is a paddy breeder from Indonesian Center for Rice Research (ICRR) Sukamandi, together with his team was stated to produce a number of paddy varieties, in which 28 varieties of them obtained certifications from Plant Variety Patent Office. One of the best varieties is Ciherang, which is famous and planted extensively by farmers, hence it can replace IR64 variety that has dominated paddy planting in Indonesia for 22 years. The use of Ciherang superior variety and others with similar types makes Indonesia rice self-sufficiency in 2008.
Dr. Ir. Budi Marwoto, MS, APU – is an ornamental plant breeder at Indonesian Ornamental Crops Research Institute (IOCRI) Cianjur—succeeded in creating 19 Chrysanthemum superior varieties ( two varieties have been protected by Plant Variety Patent Right -PVPR), five Lily varieties , and four Carnation varieties. The Chrysanthemum varieties produced has developed in all production centers in Indonesia and have positive impacts on the development of ornamental crops industries and export development.
Dr. Ir. H. Sudjindro, MS – a kenaf breeder at Tobacco and Fiber Plants Research Institute Malang—has produced 11 kenaf varieties and one of them has been protected by PVPR, i.e. Karangploso 15 variety. These superior varieties have been commercialized through licensing Agreement with PT. Global Agrotek Nusantara. With his engineering kenaf superior varieties, the Doctor graduated from Bogor Agricultural University excessively helps kenaf farmers in Lamongan East Java and other regions. Moreover, he is also considered as a creator of an alternative for the utilization of a high value raw material for the need of downstream industries.
Dr. Ir. Darman Moudar Arsyad, is a soybean breeder from Indonesian Center for Assessment and Development of Agricultural Technology and has produced 20 soybean superior varieties, for seven of them as the main breeder and for the other 13 as a breeding team member. Wilis and Tanggamus soybean superior varieties known and widely spread in Indonesia are the selection result and rightly proud efforts for him.
Dr. Abdul Razak Purba, is an oil palm breeder from Indonesian Center for Oil Palm Research Medan, and considered to be succeeded in inventing four superior varieties that at present the use of these varieties has been extensive. The emphasis on the oil recovery (reaching 27.5% for commercial scale) is the main aspect of the release of these varieties in addition to their suitability to be developed in planting areas where permanent manpower is difficult to obtain.
EIP Awards
The program of 2009 EIP Award distribution is an implementation of the Presidential Instruction at the cabinet meeting and the result of National Team for the Tackling the Violation of Intellectual Property Right (TVIP). In that Presidential Instruction it was decided to present award to intellectual property producers in 2009 from the Department of National Education budget. In the implementation, the Department of National Education coordinates with State Ministry for Research and Technology and is supported by the institutions that are members of the TVIP National Team, including the Department of Agriculture. The aim of the award allotment is the creation of community culture to produce and appreciate intellectual efforts, as well as creative and innovative culture in order to increase the national competitiveness.
The receiving targets of 2009 EIP awards provided by the Department of National Education are 50 candidates consisting of four categories. The first category is the Technology Division or Producers of Patent Rights, comprising 13 sub-divisions. The second category is Plant Variety or Producers of PVPR consisting of 12 sub-divisions. The third is Science Division or Patent Right Producers comprising 24 sub-divisions, and the last category is Creative Industry Division consisting of 13 sub-divisions.
Out of the 50 candidates, only 21 winners could be determined to meet the criteria. The selections were carried out for along time and tightly as the criteria are definitely complete and fundamental. The assessing team consists of Government, Associations, Businessmen, and Academics determined by the Department of National Education in line with the categories for each award. The final assessment determined 21 winners of the awards consisting of 9 people for Technology Division Category PATENT Right Producers, 9 persons in the Plant Variety Division Category, and 3 for Science Division Category. Specifically for the Plant Variety Division, the bestowal is a very good momentum for both the government and the best breeders who have struggled and carried out researches for a long time to produce new mainstay and superior varieties.
